Technocratic Ministers in Office in European Countries (2000–2020): What’s New?

Although Europeans are favourable towards the idea of being governed by ‘independent experts’, and despite burgeoning literature on technocratic ministers, we still miss important information about profiles technocrats in government. This article provides new insights into characteristics non-partisan, non-elected ministers roles they perform once government based a Technocratic Ministers’ Dataset covering all governments 31 European countries from 2000 to 2020. First, show that average share (as opposed partisan) cabinets rose 9.5% 14.2% over last two decades. increase is characteristic macro-regions, except Scandinavian countries. Second, assigned diversity portfolios not just finance economy, which, respectively, account for only 15% ministers. Finally, do hold office shorter periods time than partisan ones, when part caretaker cabinets.
